In 1894, Millar went to Paris and studied at the Académie Julian. He remained in Europe for several years. In 1895, while visiting Spain with his friend William Merritt Chase (Millar attended the Southampton Long Island Shinnecock Hills Summer School of Art directed by Chase), they crossed over to Algiers which inspired him to paint Orientalist subject matters.
Millar's work has been featured at the Smithsonian Institute, the New York Public Library, the Boston Museum of Fine Art, the Bibliothèque Nationale de France, the Detroit Institute of Arts, the Library of Congress and the Rhode Island School of Design.
